If you want to use mainly perennials in your planting area, I'll suggest you add some evergreen 'structural ribbons' to highlight and frame the flowering perennials.

Tip #1: Use evergreens to create 'structure' in your garden, aka backbone of your yard Evergreen plants are called structural plants for a reason, and they create permanence, mass, and greenery for the whole year. You could use evergreens - conifers or evergreen leafy plants - to give your garden height differences from creeping plants to height columnar conifers and everything in between.

As for perennials for an open sunny and windy site to combine with ornamental grasses, I would suggest e.g.catmint, yarrows such as a yellow fern leaf yarrow or red cultivars of common yarrow, crimson scabious, eastern purple coneflower, woodland sage, and hardy geraniums such as bloody cranesbill geranium. Oriental poppies and dense blazing stars would also be perennials worth trying.

When I was traveling in New England, US.
