I think you could also have multiple pipe cleaners coming from one number and students have to show multiple ways to add numbers to get to that number. Counting with pipe cleaners and beads. Great for fine motor development too.

Tutorial: DIY Tissue Paper Pom-Poms this tutorial is pretty good. Use square sheets or tissue for a rounder Pom Pom. We tied the middle with ribbon and tied several on ribbon and hung them for a backdrop. Use thin tissue paper and fluff gently.
